SUMMARY:Collective Self-Defense

Mr. Finucane and Professor Jinks will discuss both support of state-sponsored forces vs. non-state forces, as when the Obama administration invoked collective self-defense of African Union Mission in Somalia (AMISOM) to justify a strike against an Al-Shabaab camp in Somalia; and support of non-state or quasi-state forces vs. state forces, as in the Syria case.

Mr. Finucane serves as an attorney in the Office of the Legal Adviser at the Department of State. He advises the Department on domestic and international legal issues relating to the use of force, war powers, counterterrorism, and war crimes. Prior to joining the Department of State, Brian clerked for the Hon. Carlos Lucero on the U.S. 10th Circuit Court of Appeals. He attended Yale Law School as well as Oxford and Cornell Universities.
