This speaker series considers the criminalization of reproduction—historical and contemporary, local and global—largely through the lens of reproductive justice.

Abstract: People with disabilities face structural, legal, and institutional barriers to accessing reproductive health services and information, including contraception and abortion care. They also experience high rates of violence and reproductive coercion, as well as stigma and discrimination from health providers. They are more likely to experience maternal morbidity and mortality, rendering pregnancy particularly dangerous for some. Mounting abortion restrictions after Dobbs v. Jackson Women’s Health Organization will result in some disabled people being forced to carry pregnancies to term, notwithstanding serious health risks. Should they choose to raise their children after childbirth, they will likely encounter ongoing threats to their parental rights because of laws, policies, and practices that assume incompetence among disabled parents. Thus, the ruling creates a paradox for disabled people where they may be forced to bear children but subsequently denied the opportunity to rear them, perpetuating a historical pattern of exploitation and subjugation. This paper identifies and responds to this paradox by providing and applying a disability reproductive justice framework.

Robyn Powell is Professor of Law at Stetson University. Her work examines the intersection of disability justice and reproductive justice, with a focus on disability law and policy, health law and policy, and family law. She is a leading authority on the rights of parents with disabilities and has served as an Attorney-Advisor at the National Council on Disability. Her forthcoming publications include “Disabling Abortion Bans” (UC Davis Law Review) and “Forced to Bear, Denied to Rear: The Cruelty of Dobbs for Disabled People” (Georgetown Law Journal). She received a Ph.D. and M.A. in Social Policy from Brandeis University, a J.D. from Suffolk University Law School, and a B.S. in Social Work from Bridgewater State University.

On Tuesday, September 24, the Strauss Center for International Security and Law and the Clements Center for National Security, will host Ambassador Larry André and Sarah Harrison to discuss "Rising Tensions in Northeast Africa." Millenia old hydrology worries, centuries old national rivalries, and a decades old secessionist movement converge to generate rising tensions in Northeast Africa. Hear from Sarah Harrison of the International Crisis Group and Ambassador Larry André on the potential conflict involving Egypt, Ethiopia, Somalia, and Somalia's secessionist state of Somaliland. This discussion will be moderated by Professor Stephen Slick, Director of the Intelligence Studies Project. 

Biographies

Ambassador (ret.) Larry E. André, Jr., Professor of Practice at the LBJ School of Public Affairs, retired from the State Department’s Senior Foreign Service in May 2023 after a 38-year career in global public affairs.  During his 33 years at the U.S. State Department, he served in a mix of leadership, policy, and management positions.   Ambassador André's leadership positions included Ambassador to Somalia, Ambassador to Djibouti, and Ambassador to Mauritania.  He also served as Chargé d’affaires, U.S. Embassy South Sudan; Deputy Chief of Mission, U.S. Embassy Tanzania; Deputy Chief of Mission, U.S. Embassy Sierra Leone; Director, Office of the Presidential Special Envoy for Sudan and South Sudan, and Deputy Director, Office of West African Affairs. Ambassador André's management positions included Deputy Director, African Affairs Executive Office; Management Officer, U.S. Embassy Guinea; Administrative Officer, U.S. Consulate Kaduna (northern Nigeria); Deputy Management Counselor, U.S. Embassy Iraq; and Supervisory General Services Officer, U.S. Embassy Bangladesh. 

Prior to joining the State Department’s Foreign Service, Ambassador André worked in Chad for USAID as an institutional contractor assisting refugees returning home following the war with Libya.  Before that, he served both as a Peace Corps Volunteer in Senegal and as Peace Corps staff in Washington, DC. As an undergraduate, he was a researcher at the Rose Institute of State and Local Government in Claremont, California.  

Sarah Harrison is a Senior Analyst at Crisis Group. Before starting at Crisis Group, Sarah served for more than four years as Associate General Counsel at the Department of Defense’s (DoD) Office of General Counsel (OGC), International Affairs, where she advised on domestic and international legal issues related to U.S. national security and the activities of the U.S. armed forces. Sarah was the lead OGC attorney for the planning and conduct of DoD activities on the continent of Africa and was counsel to the Deputy Assistant Secretary of Defense for African Affairs. From 2020 to 2021, Sarah taught international law as an adjunct professor for the Georgetown University Law Center. From 2015 to 2017, Sarah served as Counselor to the Secretary of Homeland Security.

Stephen B. Slick is the inaugural Director of the Intelligence Studies Project. He retired in 2014 after 28 years as a member of CIA’s clandestine service. Between 2005 and 2009, Steve served as a special assistant to the president and the Senior Director for Intelligence Programs and Reform on the staff of the National Security Council. He was previously the Director for Intelligence Programs at the NSC.

A focused, 4-part introduction to advocacy skills. Open to all second- and third-year law students, the FLI is a hands-on crash course designed to allow students of all experience levels to learn new skills or hone existing ones. Students work directly with Texas Law’s interscholastic mock trial coaches and instructors to focus on skills necessary to communicate effectively as a lawyer as well as successfully compete in a mock trial competition. Even those not interested in competing, but currently enrolled in an advocacy course, may find this program a useful complement to their coursework.

From Execution Date to Release Date: The Story of Clinton Young

Join us for an eye-opening conversation with Clinton Young, a former Texas death row inmate who spent 18 years in solitary confinement for a crime he insists he didn’t commit. Convicted of two murders at the age of 19, Clinton was sentenced to death in 2003, largely based on the testimony of his co-defendants—testimony that was later proven false.

In September 2021, Clinton’s conviction and death sentence were overturned by the Texas Court of Criminal Appeals due to shocking prosecutorial misconduct. The prosecutor, while working on Clinton’s case, was also secretly serving as a law clerk for the judges who presided over the trial. A focused, 4-part introduction to advocacy skills. Open to all second- and third-year law students, the FLI is a hands-on crash course designed to allow students of all experience levels to learn new skills or hone existing ones. Students work directly with Texas Law’s interscholastic mock trial coaches and instructors to focus on skills necessary to communicate effectively as a lawyer as well as successfully compete in a mock trial competition. Even those not interested in competing, but currently enrolled in an advocacy course, may find this program a useful complement to their coursework.

The 2024 Fall Litigation Institute will be held from 1:00-3:00 p.m. (with lunch provided beginning at 12:30 pm) over four Fridays. In the fall semester, the Texas Business Law Society hosts an intramural competition for first-year and upper-level students known as the Texas Transactional Skills Competition(TTSC). The competition provides an opportunity for students to draft and negotiate a transactional document, such as a term sheet or an agreement, in a manner that mirrors corporate legal practice. The competition is judged by corporate partners and associates from firms all over the state of Texas. This is an excellent opportunity for students to gain exposure to real practical documents and experience the role of a transactional attorney. Additionally, the TTSC provides students with networking and mentorship opportunities with practicing transactional attorneys.

The 2024 competition will be held Saturday, October 5th. During the competition, participants compete against their peers over two rounds of negotiation. The goal is to reach a deal by demonstrating your negotiation skills and articulating your client’s needs. TBLS will host a reception for the judges and participants following the competition. This year, we are excited to host the competition in-person!
