Description
The seminar will meet on Mondays from 3:30 to 5:30 pm. The readings will be from Wold, Hunter and Powers, Climate Change and the Law (2009) ("Wold, et al.") which students are to purchase and from selected other materials which may be accessible on-line or through the Law Library or which will be printed and provided to the student before the first session. Students will be required to complete a research paper of at least 30 pages. The topic and a brief outline of the subject to be addressed is to provided to the professor by February 8, 2010, the 3rd session, for his approval after discussion with the student. A first draft of the paper must be submitted by March 22, 2010, the 8th session, for the professor's review and comment. During sessions 12, 13 and 14, each student will make an oral presentation of his or her paper and provide other students and the professor with a short written outline of the paper to aid in questions and comments. The final paper will be due by the Law School's last day for examinations at the end of the semester. Grading will be 75% on the paper and 25% on class participation and oral presentation of the research paper. Professor's contact information: Lynn R. Coleman 1440 New York Ave. NW Washington, D. C. lcoleman@skadden.com 202-371-7600 *Mr. Coleman is an adjunct professor from Washington, D.C. where he has practiced law for over 30 years with a concentration in energy and related legal and policy issues. After graduation from the University of Texas School of law, and clerking for Judge John R. Brown, he joined Vinson & Elkins in Houston as an associate. He became a partner in 1972 and moved to Washington in 1973 to begin and head the firm's Washington office. In 1977, he was nominated by President Carter and confirmed by the U.S. Senate to serve as General Counsel of the newly-created U.S. Department of Energy in which position he served until appointed Deputy Secretary of DOE in 1980, the number two official in the department. He served in that position through the end of President Carter's term of office. He then joined the firm of Skadden, Arps, Slate, Meagher, and Flom as a partner in the Washington office, to establish and the lead the firm's energy practice. It grew to be one of the larger and better recognized of such practices. After leading the energy group for 20 years, he retired from the firm (but maintains his office there) and now serves on the board of directors of three NYSE companies involved in different parts of the of energy industries. He also serves on the Boards of Directors (Executive Committee) of the non-profit Piedmont Environmental Council, where he is a pro bono advisor and public advocate, and the Virginia League of Conservation Voters. In the past two years, Mr. Coleman has co-taught a similar seminar at the University of Virginia School of Law with Professor Jon Cannon, who teaches environmental law and previously served as General Counsel of the U.S. Environmental Protection Agency.Instructors
