Description

Western states have grappled with record droughts in recent years and due to climate change could face challenging hydrologic futures. At the same time, growing populations and expanding economies could increase demand. While governments at all levels have tried to develop policies to secure both short-term and long-term water supplies, conserving water and managing the impacts of drought will require them to address a complex range of issues rooted in a range of legal areas, including water law, land use, utilities, public finance, and even government contracting. This two-unit practicum will explore these issues and allow students to work on related real-world problems by partnering with government agencies or nongovernmental organizations. Over the course of the semester, students may research such subjects as the enforcement of landscaping ordinances, the funding of utility conservation programs, and the planning measures intended to ensure municipalities do not run out of water.
