Shemin V. Proctor

Founding Members

Shemin is the Managing Partner of the Washington, DC office of Hunton Andrews Kurth LLP, where she divides her time between the Washington and Houston offices. She represents major energy companies—including natural gas and oil pipelines, energy marketing and trading companies—and midstream service providers, in proceedings before the Federal Energy Regulatory Commission and federal courts. Shemin also works with clients seeking to construct natural gas storage and liquefied natural gas facilities. In addition, she has counseled energy companies on natural gas matters arising from bankruptcy and has experience in the antitrust, mergers & acquisitions and public offering areas.

Shemin’s representative experience includes acting as lead counsel for a major interstate natural gas pipeline proceedings, lead counsel for a company regarding the sale of jurisdictional pipeline, lead counsel for a midstream company regarding an ethane pipeline project, representing interstate natural gas pipeline in enforcement proceedings before FERC, and counseling corporate clients and underwriters regarding energy regulation.

Writing extensively on environmental and corporate issues, some of Shemin’s publications include: FERC Declaratory Order Creates Uncertainty for Marketing Affiliates, bet-the-Company Regulation, Salazar and Far-Reaching Changes at BOEMRE (EnergyLaw360), Will Polluters Really Pay in Greenhouse Gas Cases? Shemin was a speaker at the 2017 Women’s Power Summit on Law & Leadership, and served on the panel at the National Bar Associate’s Energy Forum, the National Summit of Black Women Lawyers, the Women’s Energy Network Biennial Conference, the 2012 National Law Journal Regulatory Summit, and many more events. She has been profiled as one of the Most Influential Black Lawyers (Savoy Magazine), a Washington, DC Super Lawyer (Energy & Natural Resources), a leading Energy Regulatory lawyer in the United States (The US Legal 500), a leading Oil & Gas lawyer in the United States and the District of Columbia (Chambers & Partners USA: Leading Business Lawyers), and one of Who’s Who in Black Washington, D.C.

In addition to being a Founding Member of the Center for Women in Law, she is a member of the Energy Bar Association, a Chair of the Oil Pipeline Regulation Committee (2005-2007), and a Vice Chair of the Oil Pipeline Regulation Committee (2004-2005).
