Operation Lone Star Project with ACLU of Texas

Students will analyze probable cause affidavits from the Operation Lone Star (OLS) migrant trespass program. Under the OLS program, Governor Abbot has deployed DPS officers to South Texas to arrest and jail migrants who have recently crossed into the United States, ostensibly for the purpose of enforcing state misdemeanor trespass law. Students will review probable cause affidavits filed in individual misdemeanor cases initiated under the OLS program, and enter their analysis of each affidavit into a spreadsheet. The analyses collected in the spreadsheet will be used to support the ACLU of Texas’s administrative advocacy opposing the OLS program, which includes open complaints with the Department of Justice alleging racial discrimination in the program.
