About the Event
Join the Institute for Transnational Law at The University of Texas School of Law for an Art Law Panel featuring art lawyers from Locke Lord LLP. Conference faculty including Stuart Bumpas, Lauren Doughty, Charles Phipps, and Olivia Rousseau will address current and emerging legal issues unique to art across a number of practice areas, including tax, intellectual property, and gift and estate planning. The panel will be moderated by Professor Lauren Fielder, a leading art law scholar at Texas Law. This event will be presented virtually via Zoom on Wednesday, April 27, 2022 from 3:45-5:35 p.m. CDT.

About the Speakers
Stuart Bumpas is a partner in the Dallas Office of Locke Lord LLP. He received his B.A. from Brown University, his J.D. from the University of Texas School of Law and his L.L.M. (Taxation) from George Washington University. Prior to joining Locke Lord, he was Assistant to the Commissioner of the Internal Revenue Service. His practice focuses on tax, nonprofits and art law. He is a member of the Texas and District of Columbia Bars.
Lauren Doughty is Board Certified in Estate Planning and Probate by the Texas Board of Legal Specialization, the Chair of the Firm’s Private Wealth Practice Group and a graduate of the University of Texas Law School. She specializes in estate planning, probate, and trust matters and works with clients to implement sophisticated estate planning techniques in line with their goals. As part of her practice, Lauren advises both individuals and nonprofit institutions on giving and receiving donations of art and other collectibles. She holds a J.D. from the University of Texas School of Law.
Charles Phipps is a partner in the Dallas Office of Locke Lord LLP. His practice focuses on intellectual property, specializing in intellectual property litigation. He is a registered Unites States Patent Attorney and is a member of the State Bar in three states: New York, Texas and Florida. He holds a J.D. from The University of Texas School of Law.
Olivia Rousseau is a 2017 graduate of Texas Law and a 5th year associate in both the Private Wealth and Aircraft Transactions groups at Locke Lord. Olivia’s practice focuses on all manner estate and wealth transfer tax planning for high and ultra-high net worth clients, including: probate, estate administration, gifting, as well as business succession, marital property and asset protection planning. Olivia also specializes in philanthropic planning (representing existing charities with on-going compliance and gifting matters, and individuals and corporations with the formation of public charities and private foundations) and represents individual and corporate clients in private aircraft acquisitions.
