Professor Liliana Obregon of the Universidad de los Andes Law School in Bogotá, Colombia presented a talk entitled, “A Historical Look at the Inter-American System of Human Rights.” Professor Obregon specializes in the history and theory of international law and international institutions in Latin America, and also studies comparative systems of human rights protection and third world approaches to international law.
