Clinic: Environmental Law - Skills
ENVIRONMENTAL CLINIC – 6 credits (application required) Spring 2014, Thursdays, 2:15-4:05 PM Taught by: Kelly Haragan Students must register for both 397C and 397D for a total of 6 hrs. In the Environmental Clinic, students use the administrative law permitting, rulemaking, and enforcement processes to improve environmental quality and public health in low-income communities in Texas. Clinic students will learn to research administrative regulations and guidance, to participate in environmenta rulemaking and permitting proceedings, and to bring environmental enforcement actions. Clinic students typically work with a partner, in consultation with the professor, to provide pro bono legal services to our clients, who are primarily low-income individuals and local community groups. Clinic projects are varied and have included: Clean Air Act rule challenges in the Federal Court of Appeals, Clean Water and Clean Air Act citizen enforcement suits in the federal district courts, permit challenges before administrative agencies and judges, contaminated site clean-ups, and environmental policy work. The Clinic is graded on a pass/fail basis. Students must complete and document approximately fifteen hours of clinical work per week during the semester, in addition to class meetings and preparation time. The clinic class will meet for approximately two hours per week. In addition, case rounds will be scheduled for one hour per week. There is no prerequisite for the Clinic. To apply for the Clinic, students should select the Clinic during early registration, fill out a short application, and submit a resume.
