Description

This seminar will examine traditional and new forms of regulation of money transfers, money service businesses and currency movements, with particular focus on thwarting money laundering and interdicting funding that appears to be related to terrorism. Notable elements of review include the traditional strictures of the (US) Bank Secrecy Act, and the remarkable expansions of regulation occasioned by the USA PATRIOT ACT and Executive Order 13224, the (international) work of the Financial Action Task Force (a multinational group), the changes in operations of FinCEN and OFAC at the US Treasury Department, and the pressure brought to bear on cross-border money transfer systems. Seminar paper required. Course grade based on class attendance and participation and on paper. NOTE: Previously taught as "Regulation of Money Transfers" (Spring 2006).
