This is a seminar designed to explore various mechanisms by which law enforcement actors are regulated. From week to week we will examine the policing profession and theories of regulation, and assess frameworks for police oversight; topics may include criminal procedure rules as regulatory devices, civil litigation, criminal prosecution, bureaucratic and occupational regulation, and civilian oversight. In addition to discussion of assigned reading, some class meetings will also include the opportunity to meet and question guest speakers with direct experience in a variety of aspects of criminal justice oversight. Students' grades for the course will be based upon class participation, as well as their performance in completing and presenting a paper based on original legal research.
