David Holmes is an Assistant General Counsel in the Office of General Counsel for the University of Texas System, serving primarily as general counsel for UT Permian Basin. Holmes is experienced in regulatory and administrative compliance and hearings, personnel matters, First Amendment cases, civil litigation, election law, politics and policy. He is licensed by the State Bar of Texas, admitted to the Eastern and Western District Courts of Texas, and holds a bachelor's degree from Vanderbilt University in addition to his J.D. from Texas Law.
