April 7-8, Capital Punishment Center Conference: "Comparative Capital Punishment."

This conference, “Comparative Capital Punishment” will address the many commonalities (and some significant differences) in the worldwide movement away from the death penalty that began in the late eighteenth century and that sharply accelerated in the last half of the twentieth century. At the present moment, the industrialized West is an almost completely abolitionist zone (with the notable exception of the United States), while the death penalty is seeing a resurgence in some parts of the Middle East and Africa. This conference will look broadly and deeply at the practice of capital punishment around the world. There are many common themes even in apparently disparate parts of the world, such as the kinds of restrictions and reforms that usually precede abolition, the moral, political, and legal strategies of reformers and abolitionists, the forces that promote retention, and the distinctive possibilities and pitfalls of various pathways to change (legislative action vs. judicial intervention vs. international or transnational institutions and influences). The conference brings together experts on different regions and issues to evaluate the past, present, and future of the practice of capital punishment.

HRLS is hosting a film screening and discussion of ‘The Good Lie’ to coincide with Genocide Awareness Month in April. The Good Lie is the story of 20,000 children who traveled thousands of miles on foot during the Second Sudanese Civil War to reach refugee camps in Kenya. We will also have the opportunity to talk with a representative from the Enough Project which works to eliminate genocide and crimes against humanity.

Khushi Kabir, a Rapoport Center Visiting Practitioner, will present a luncheon lecture entitled, "Where are we heading? The State of Democracy and Rights in Bangladesh." Khushi Kabir is a human rights activist based in Bangladesh. She has a long and storied career in advocating for landless, indigenous, and women’s rights throughout the country and is a voice for progressive politics in Bangladesh and South Asia more broadly. The core of her work has been the organization Nijera Kori (NK), a nonhierarchical, non-service providing civil society organization in Bangladesh which supports landless peasants in organizing for change. Nijera Kori, which translates from Bengali as “we do it ourselves,” empowers local groups of landless peasants to advocate for their own rights—to state institutions, to local governmental organizations, and to NGOs mounting development projects in their communities. Founded in the 1980s out of a frustration with the systematic neglect of landless-issues, NK has grown into a broad network throughout the country that extends to over 1100 villages and over 200,000 members. Ms. Kabir has been a vocal public advocate for a range of issues in Bangladesh including women’s rights, indigenous rights, conflict resolution in the Chittagong Hill Tracts, secularism and intellectual freedom, and more.She is an outspoken voice against the rise of militant Islam in Bangladesh and has been an active participant in Bangladesh’s pro-democracy movement. She is the coordinator in Bangladesh for 1 Billion Rising, a transnational solidarity movement working against the exploitation of women. Her work has gained her significant notoriety both in and beyond Bangladesh. Ms. Kabir was one of the 1000 women collectively nominated for the Nobel Peace Prize in 2005.

To commemorate the fourth anniversary of the collapse of the Rana Plaza building in Bangladesh, join Counter Balance: ATX, National Lawyers Guild - Texas Chapter, the Human Rights Law Society, and Law@theMargins. We stand in solidarity with women of color both in our own country and overseas.

With over 1,100 casualties, the easily preventable disaster was the worst single incident in terms of death toll in the history of the garment industry. However, it is far from the only such instances in the global apparel industry, in which multinational manufacturers and retailers "race to the bottom", seeking contractors with the lowest costs and quickest turnaround, lading to the lowest wages, worst access to worker rights, and most dangerous factory conditions.

Crowdfunded and subtitled in English, Sramik Awaaz: Worker Voices is the first film to fully explore the lives, work, and organizing efforts of Bangladesh's garment workers.

Heman M. Sweatt applied for admission to The University of Texas Law School in 1946, but was denied admission on the basis of race. Mr. Sweatt, with the help and assistance of the NAACP, brought legal action against the university. In the landmark case, Sweatt v. Painter, The United States Supreme Court ruled that separate law school facilities could not provide a legal education equal to that available at The University of Texas Law School, one of the nation’s ranking law schools.

Zaid Al-Ali is the Senior Adviser on Constitution-Building for the Arab Region at International IDEA and an independent scholar. In his work, Al-Ali focuses on constitutional developments throughout the Arab region, with a particular focus on Iraq and the wave of reforms that took place in Morocco, Tunisia, Libya, Egypt, Jordan and Yemen following the start of popular uprisings in December 2010. Al-Ali has published extensively on constitutional reform in the Arab region, including on process design issues and the impact of external influence. He is the author of The Struggle for Iraq’s Future: How Corruption, Incompetence and Sectarianism Have Undermined Democracy (Yale University Press 2014). Prior to joining International IDEA, Zaid worked as a legal adviser to the United Nations in Iraq, focusing on constitutional, parliamentary and judicial reform. He also practiced international commercial arbitration law for 12 years, representing clients in investment and oil and gas disputes mainly as an attorney with Shearman & Sterling LLC in Paris and also as a sole practitioner. He holds an LL.M. from Harvard Law School, a Maitrise en Droit from the University of Paris I (Panthéon-Sorbonne) and an LL.B. from King’s College London. He was a Law and Public Affairs Fellow and Visiting Lecturer at Princeton University in 2015-2016. He is a founder member of the Arab Association of Constitutional Law and is a member of its executive committee.

Seasoned prosecutors and defense attorneys will share their insights on their careers in criminal law and what their path into a criminal law career looked like. Additionally, panelists will offer practical advice tailored to students interested in criminal work on how best to use law school and its resources, how to maximize a summer clerkship in criminal law, and possibly leverage a clerkship into a full-time position.

Ms. Lisa Kubiske, Deputy Assistant Secretary of State for International Finance and Development, will be coming to Texas Law to speak about the Economic Bureau’s work fighting corruption and encouraging governments to be open and transparent. In addition, she will discuss how the State Department works with various international financial institutions to promote economic growth and development.

Ms. Kubiske is a US diplomat with experience in Latin America, China/Hong Kong, and Washington D.C. She has also served as the US Ambassador to Honduras, Deputy Chief of Mission in Brazil, and Deputy Chief of Mission in the Dominican Republic.

Her experience includes serving as the Western Hemisphere Economics Director at the State Department; Officer in the State Department's Operations Center and Secretariat Staff; Investment Director and Negotiator at the United States Trade Representative's Office (USTR); chief of the Economic-Political Section at the United States Consulate General in Hong Kong; and additional work in Shanghai, China and in Mexico, DF, Mexico.

"Criminalizing mental illness is expensive [and] it is ineffective" Sally Hernandez, Travis County Sheriff

People with mental illness are greatly overrepresented among the millions of individuals cycling through our criminal justice system. Travis County is no exception, with the number of jail inmates with mental illness trending steeply upward over the past ten years. Steps have been taken to address the issue through the Health Justice Learning Collaborative and other efforts, but more is needed.

Join our discussion with key stakeholders, including County Judge Sarah Eckhardt, Mindy Montford (Travis County District Attorney's Office), Sherry Blyth (Austin Travis County Integral Care), Assistant Chief Joe Chacon (Austin Police Department), and Danny Smith (Travis County Sheriff's Office), to learn what’s happening in our community to strengthen cross-system collaboration, create more robust integrated systems of care in Travis County, and reduce criminal justice involvement for individuals with mental illnesses.

This symposium marks the 10-year anniversary of the implementation of the Secure Fence Act and it reflects on the potential expansion and hardening of the physical and political reality of the U.S. border wall. It brings together interdisciplinary panels of expert researchers, scholars, activists, and community members who have studied, documented, and experienced the impacts of this structure.

Join us from 6-8pm for a reception and exhibition of "Continental Divide: Borderlands Wildlife, People and the Wall." Continental Divide is an exhibit of 30 large canvas photo prints that depict the land, wildlife and people of the borderlands of the United States and Mexico, and the impact that construction of a border wall is having on them. The images in the exhibit were taken primarily during a three and a half week expedition with the International League of Conservation Photographers along the 2000-mile border between the United States and Mexico. The expedition included 13 photographers who documented a diverse range of borderlands flora, fauna and cultures.
