    Winning the Web

    On Tuesday, April 18, the Strauss Center welcomes Jessica Brandt, Policy Director for the Artificial Intelligence and Emerging Technology Initiative at Brookings, for a conversation on “Winning the Web: How Beijing Exploits Search Results to Shape Views of Xinjiang and COVID-19.” This talk will be held virtually, via Zoom, as part of the Strauss Center’s Brumley Speaker Series.

    In her talk, Brandt will discuss her article by the same title, written in collaboration with Bret Schafer, Elen Aghekyan, Valerie Wirtschafter, and Adya Danaditya. For their research, Brandt and her team tracked how China has exploited search engine results on Xinjiang and COVID-19, two subjects that are geopolitically salient to Beijing: Xinjiang, because the Chinese government seeks to push back on condemnation of its rights record, and COVID-19, because it seeks to deflect criticism for its early mishandling of the pandemic. In both cases, Beijing is quite focused on positioning itself as a responsible global leader and softening perceptions to the contrary.

    Her discussion will touch on their findings, policy recommendations for a variety of stakeholders, and the role of non-government actors in pushing back on misinformation within search engines, exploited by Beijing. Through taking the recommended steps, companies, content creators, and authoritative outlets can ensure that Beijing is not able to dominate search results for terms related to its geopolitical interests, and that users have the information they need to contextualize the propaganda they encounter.

    Cyberwar, Deterrence, & Escalation

    On Thursday, April 20, the Strauss Center welcomes Dr. Martin Libicki, Keyser Chair of Cybersecurity Studies at the U.S. Naval Academy, for a discussion on “Cyberwar, Deterrence, and the Escalation Lattice.” This talk will be held at the LBJ School of Public Affairs as part of the Strauss Center’s Brumley Speaker Series.

    In his talk, Libicki will begin with an introduction of the role of cyber operations in U.S. national security, discussing their primary characteristics and how cyber is integrated into larger U.S. strategy. Then, he will shift to discussing cyberdeterrence methods and operations, ending with a thoughtful discussion about how we talk about the premise of “cyberwar.”

    Biography Martin Libicki (Ph.D., U.C. Berkeley 1978) holds the Keyser Chair of Cybersecurity Studies at the U.S. Naval Academy. In addition to teaching, he carries out research in cyberwar and the general impact of information technology on domestic and national security. He is the author of a 2021 textbook on cyberwar, Cyberspace in Peace and War (2nd edition), as well as Conquest in Cyberspace: National Security and Information Warfare and various related RAND monographs. Prior employment includes twelve years at the National Defense University, three years on the Navy Staff (logistics) and three years for the US GAO.

    Rebecca Richman Cohen Documentary

    The Rapoport Center is co-sponsoring a screening and panel discussion of the short documentary, The Recall: Reframed, on April 20, 2023 from 6:00 to 8:00 PM Central Time in Patton Hall room RLP 0.102. The film touches on issues of mass incarceration, sexual violence, and unequal sentencing laws. After the documentary there will be a talkback panel with Director and Harvard Lecturer on Law Rebecca Richman Cohen, community members, academics, and professionals involved in prison abolition, sexual violence response and prevention, and mediation.

    Cohort Academy & Closing Ceremony

    The Cohort Program is a year-long test preparation and admissions support program designed for current-cycle law school applicants. The in-person weekend academies will include community building, mentoring, networking, admissions coaching, and presentations and workshops on law school admissions and the law school experience. Weekend academies will also provide an opportunity for Cohort members to reflect on the admissions cycle and develop relationships with one another.
