    TLF Excellence in Public Interest Awards

    Texas Law Fellowships hosts the Excellence in Public Interest Awards (EPIA) annually to honor individuals who have made outstanding contributions in the public interest law field. This year, TLF will be hosting EPIA at the home of Bill and Stephanie Whitehurst on Sunday, March 26, 2023. Attendance is free and open to the Texas Law community.

    Students, faculty, and staff can nominate individuals for all five categories: (1) Student; (2) Professor; (3) UT Staff; (4) Public Interest Attorney; (5) Private Attorney. Nominees should demonstrate a strong commitment to serving the public interest community.

    The new book El “Tri”: Deportes, Derechos Humanos y Violencia (The “Tri”: Sports, Human Rights, and Violence) written by Ariel Dulitzky in collaboration with Texas Law alum Clarissa Iglesias Torres and published by the Instituto de Estudios Constitucionales del Estado de Querétaro (The Institute for Constitutional Studies of Querétaro State) will be presented March 30.     Review of the TX Abortion Pill Lawsuit

    Join If/When/How and Astrid Ackerman, legal fellow at the Center for Reproductive Rights, for a discussion about Alliance for Hippocratic Medicine v. FDA. This lawsuit challenges the FDA's approval of mifepristone, one of the pills used in the two-pill medication abortion regimen. The case was filed in the Amarillo Division of the Northern District of Texas. Lunch will be served!

    Before joining the Center, Astrid was a Litigation Associate at the law firm Kramer Levin Naftalis & Frankel, LLP, where she maintained an active pro bono docket including reproductive rights and gender-based violence matters in state court. During her time at Kramer Levin, she was also an extern at Brooklyn Legal Services’ Immigration Unit, where she represented clients in immigration court and administrative proceedings.

    Astrid received her J.D. from UC Berkeley, School of Law. During law school, she was Executive Editor of the Berkeley Journal of Gender, Law & Justice, a member of Law Students for Reproductive Justice, an Advocacy Chair for La Raza Law Students Association, and a research assistant to Professor David Oppenheimer. She also participated in the Tenants’ Rights Workshop at the East Bay Community Law Center and the Human Rights Clinic. Astrid graduated from UC Berkeley summa cum laude with a B.A. in Sociology.

    The right to a trial by jury is central to the justice system and our democracy. The function and proper use of the peremptory challenge sits at the center of that right.     Follow the Money

    On Thursday, April 6th, the Strauss Center is hosting cybersecurity expert and former Reddit Chief Information Security Officer, Allison Miller, as she discusses cybersecurity in the realm of financial services. Cybersecurity in the financial services industry is a fascinating tangle of liability, compliance, incentives, salty tears, recriminations, and courtroom drama–and some technology, too. It’s only getting more complicated as new financial products and entities join the mélée (think: blockchain). In this session, payment security veteran Allison Miller will talk about what really happened behind the scenes with the creation of standards such as PCI-DSS, how emerging technologies clashed with old problems in the sector, where we are today, and how to find out the real cyber games being played in this ecosystem.

Allison is known for her expertise in designing and implementing real-time risk prevention and detection systems running at internet-scale, with a proven track record of building and protecting customer-facing platforms and services (both B2C and B2B).

    Most recently, Allison was CISO and VP of Trust at Reddit where she led the cybersecurity, privacy, risk, and safety teams. She has also held technical and leadership roles in security, risk analytics, and payments/commerce at Bank of America, Google, Electronic Arts, Tagged/MeetMe, PayPal/eBay, and Visa International. Miller speaks internationally on security, fraud and risk, is an advisory board member at YL Ventures, and previous board appointments include ISC2 (Treasurer, Chair of Audit Committee), the Society of Information Risk Analysts, and Keypoint Credit Union. Miller was also a Trustee for the Center for Cyber Safety and Education.

    Winning the Web

    On Tuesday, April 18, the Strauss Center welcomes Jessica Brandt, Policy Director for the Artificial Intelligence and Emerging Technology Initiative at Brookings, for a conversation on “Winning the Web: How Beijing Exploits Search Results to Shape Views of Xinjiang and COVID-19.” This talk will be held virtually, via Zoom, as part of the Strauss Center’s Brumley Speaker Series.

    In her talk, Brandt will discuss her article by the same title, written in collaboration with Bret Schafer, Elen Aghekyan, Valerie Wirtschafter, and Adya Danaditya. For their research, Brandt and her team tracked how China has exploited search engine results on Xinjiang and COVID-19, two subjects that are geopolitically salient to Beijing: Xinjiang, because the Chinese government seeks to push back on condemnation of its rights record, and COVID-19, because it seeks to deflect criticism for its early mishandling of the pandemic. In both cases, Beijing is quite focused on positioning itself as a responsible global leader and softening perceptions to the contrary.

    Her discussion will touch on their findings, policy recommendations for a variety of stakeholders, and the role of non-government actors in pushing back on misinformation within search engines, exploited by Beijing. Through taking the recommended steps, companies, content creators, and authoritative outlets can ensure that Beijing is not able to dominate search results for terms related to its geopolitical interests, and that users have the information they need to contextualize the propaganda they encounter.

    Cyberwar, Deterrence, & Escalation

    On Thursday, April 20, the Strauss Center welcomes Dr. Martin Libicki, Keyser Chair of Cybersecurity Studies at the U.S. Naval Academy, for a discussion on “Cyberwar, Deterrence, and the Escalation Lattice.” This talk will be held at the LBJ School of Public Affairs as part of the Strauss Center’s Brumley Speaker Series.

    In his talk, Libicki will begin with an introduction of the role of cyber operations in U.S. national security, discussing their primary characteristics and how cyber is integrated into larger U.S. strategy. Then, he will shift to discussing cyberdeterrence methods and operations, ending with a thoughtful discussion about how we talk about the premise of “cyberwar.”

    Biography Martin Libicki (Ph.D., U.C. Berkeley 1978) holds the Keyser Chair of Cybersecurity Studies at the U.S. Naval Academy. In addition to teaching, he carries out research in cyberwar and the general impact of information technology on domestic and national security. He is the author of a 2021 textbook on cyberwar, Cyberspace in Peace and War (2nd edition), as well as Conquest in Cyberspace: National Security and Information Warfare and various related RAND monographs. Prior employment includes twelve years at the National Defense University, three years on the Navy Staff (logistics) and three years for the US GAO.
