This year marks the Texas Hispanic Journal of Law & Policy's 2024 Symposium: "Elevar / Uplift" on topics in immigration law and uplifting Hispanic and Latinx immigrants through law. “The Struggle Over Native American Children and Haaland v Brackeen: Permanent Peace or Temporary Truce?”

Lives in the Law speaker Michael E. Urena will discuss the U.S. Supreme Court’s recent decision in Haaland v. Brackeen, which rejected constitutional challenges to the Indian Child Welfare Act (ICWA), in the context of the history of the U.S. Government’s treatment of Native American children, including the establishment of federal Indian boarding schools and other practices that led to the ICWA’s passage. He’ll also address the state court proceedings that preceded the federal case and explore the likelihood of future challenges to the ICWA.

This event has been accredited by the State Bar of Texas for 1.00 hour of CLE credit.

On Wednesday, March 27, the Strauss Center for International Security and Law, LBJ School of Public Affairs, and Clements Center for National Security will welcome authors Bruce Hoffman and Jacob Ware to discuss their newly published book “God, Guns, and Sedition: Far-Right Terrorism in America.” Hoffman and Ware will trace the historical trajectory and assess the present-day dangers of this violent extremist movement, along with the harm it poses to U.S. national security.

Biographies Bruce Hoffman is the Shelby Cullom and Kathryn W. Davis Senior Fellow for Counterterrorism and Homeland Security at the Council on Foreign Relations. He is also a professor at Georgetown University’s Walsh School of Foreign Service; professor emeritus of terrorism studies at the University of St Andrews; and the George H. Gilmore Senior Fellow at the U.S. Military Academy’s Combating Terrorism Center. His Columbia University Press books include Inside Terrorism (third edition, 2017).

Jacob Ware is a research fellow at the Council on Foreign Relations and an adjunct professor at Georgetown University’s Walsh School of Foreign Service and at DeSales University. He serves on the editorial boards for the academic journal Studies in Conflict & Terrorism and the Irregular Warfare Initiative at the Modern War Institute at West Point.

HOW DID CORPORATIONS GET STUCK IN POLITICS AND CAN THEY ESCAPE? Corporations have always been involved in politics, but today is different. They are publicly taking positions, either directly or indirectly, on contested political and social issues unrelated to their businesses. In contrast to the conventional wisdom, we argue that this practice, which we term “corporate political posturing,” is problematic. First, it is of dubious value to the corporation and its stakeholders. Corporate political posturing often backfires, it does so unpredictably and potentially catastrophically, and it is particularly susceptible to agency costs. Second, it is harmful to society. The fundamental problem is that corporations are institutionally ill-equipped to take center stage in policy debates. They are inherently self-interested economic actors with goals that often conflict with those of society. This manifests in statements that tend to polarize rather than enlighten and actions that undermine the positions that they back publicly.

On Tuesday, April 2, the Strauss Center for International Security and Law hosts Dr. Nicole Fox, Associate Professor in California State University Sacramento’s Criminal Justice Division, for a discussion of her book, “After Genocide: Memory and Reconciliation in Rwanda.” This talk will be moderated by Ambassador (Ret.) Larry André, Distinguished Diplomat in Residence at the LBJ School of Public Affairs, and Dr. Maro Youssef, State Fragility Program Fellow at the Strauss Center.

In After Genocide, Nicole Fox investigates the ways memorials can shape the experiences of survivors decades after mass violence has ended. She examines how memorializations can both heal and hurt, especially when they fail to represent all genders, ethnicities, and classes of those afflicted. Drawing on extensive interviews with Rwandans, Fox reveals their relationships to these spaces and uncovers those voices silenced by the dominant narrative—arguing that the erasure of such stories is an act of violence itself. The book probes the ongoing question of how to fit survivors in to the dominant narrative of healing and importantly demonstrates how memorials can shape possibilities for growth, national cohesion, reconciliation, and hope for the future.

On Thursday, April 4, the Strauss Center in conjunction with the Polish Club at the University of Texas Austin will host Daniel Fried, former U.S. Ambassador to Poland, as he delivers remarks on “Poland at the Crossroads of History: NATO’s 75th Anniversary” on the exact 75th anniversary of the founding of NATO. Ambassador Fried, who is also the former Assistant Secretary of State for European and Eurasian Affairs and current Distinguished Fellow at the Atlantic Council, will be speaking about NATO in history, its future, and the challenges it faces. In the wake of the Russian invasion of Ukraine, NATO is poised in one of the most significant positions since its inception, and Poland serves as a Western bulwark against Russian expansionism.

The event is one of several NATO-focused talks hosted by the Strauss Center this Spring. For our previous events, see the conference “NATO and the Future of American Security” on February 6 and the public talk “The Future of European Security: NATO, Ukraine, and Russia” on January 30.

Biography:

In the course of his forty-year Foreign Service career, Ambassador Fried played a key role in designing and implementing American policy in Europe after the fall of the Soviet Union. As Special Assistant and NSC Senior Director for Presidents Clinton and Bush, Ambassador to Poland, and Assistant Secretary of State for Europe (2005-09), Ambassador Fried helped craft the policy of NATO enlargement to Central European nations and, in parallel, NATO-Russia relations, thus advancing the goal of Europe whole, free, and at peace. During those years, the West’s community of democracy and security grew in Europe. Ambassador Fried helped lead the West’s response to Moscow’s aggression against Ukraine starting in 2014: as State Department Coordinator for Sanctions Policy, he crafted U.S. sanctions against Russia, the largest U.S. sanctions program to date, and negotiated the imposition of similar sanctions by Europe, Canada, Japan and Australia.

Ambassador Fried became one of the U.S. government’s foremost experts on Central and Eastern Europe and Russia. While a student, he lived in Moscow, majored in Soviet Studies and History at Cornell University (BA magna cum laude 1975) and received an MA from Columbia’s Russian Institute and School of International Affairs in 1977. He joined the U.S. Foreign Service later that year, serving overseas in Leningrad (Human Rights, Baltic affairs, and Consular Officer), and Belgrade (Political Officer); and in the Office of Soviet Affairs in the State Department.

As Polish Desk Officer in the late 1980s, Fried was one of the first in Washington to recognize the impending collapse of Communism in Poland, and helped develop the immediate response of the George H.W. Bush Administration to these developments. As Political Counselor at the U.S. Embassy in Warsaw (1990-93), Fried witnessed Poland’s difficult but ultimately successful free market, democratic transformation, working with successive Polish governments. Ambassador Fried also served as the State Department’s first Special Envoy for the Closure of the Guantanamo (GTMO) Detainee Facility. He established procedures for the transfer of individual detainees and negotiated the transfers of 70 detainees to
