    EmPOWERed for Public Interest Group

This event is part of the Justice Center initiative designed to support students whose lived experiences intersect with the legal systems they seek to challenge in their careers. For example: students who have themselves or had family members become entangled in the criminal legal system who are interested in public defense work; immigrant students, or students who are the children or family members of immigrants seeking to challenge the immigration system; low-income students seeking to challenge laws and policy that further marginalize poor people such as predatory lending, cash bail, etc.

EPI gatherings serve as a space for dialogue, mentorship, and resource-sharing tailored to the particular needs and strengths of students whose public interest work as attorneys may be directly tied to their lived experiences and/or those of their loved ones. This lunch will be a unique opportunity for students to meet with Texas Law faculty over lunch to discuss navigating law school and public interest legal careers.

    Why Reparations are Not Enough

In 2021, the California State Legislature approved a reparations scheme for victims of forced sterilization carried out from 1909-1979. As the window for victims of state-sanctioned forced sterilization to apply for reparations comes to a close in December 2023, an evaluation of the efficacy of the initiative can now be undertaken. One way of evaluating the reparations scheme’s efficacy is through the lens of transitional justice – a theory in international law describing the process and mechanisms through which a state seeks to reform and repair relations with its citizens following a mass human rights abuse, conflict, or political regime change. The California State Legislature is therefore engaging, to a certain extent, in transitional justice by creating the reparations scheme and attempting to address the historical injustice caused to its citizens. In her talk, Helen Jennings will evaluate the extent to which this engagement has been successful, and will suggest lessons from transitional justice that can be applied to California’s reckoning with the legacy of eugenics.

  3. 11:45am 2024-03-05T13:30-06:00
    Failing Moms

While many claim that being a mom is the most important job in the world, in reality motherhood in the United States is growing harder and harder. From preconception, through pregnancy, and while parenting, women are held to ever-higher standards and are finding themselves punished – both socially and criminally – for failing to live up to these norms. In Caitlin Killian’s new book, Failing Moms, she uncovers how women of all ethnic backgrounds and socioeconomic statuses have been interrogated, held against their will, and jailed for a rapidly expanding list of offenses such as falling down the stairs while pregnant or letting a child spend time alone in a park, actions that were not considered criminal a generation ago. While poor mothers and moms of color are targeted the most, all moms are in jeopardy, whether they realize it or not. Women and mothers are disproportionately held accountable compared to men and fathers who do not see their reproduction policed and almost never incur charges for “failure to protect.” The gendered inequality of prosecutions reveals them to be more about controlling women than protecting children. Using a reproductive justice lens, Killian analyzes how and why mothers are on a precipice and what must change to prevent mass penalization and instead support mothers and their children.

Public Interest Litigation in Big Law

Many people think that Big Law effectively limits its work to serving the most powerful corporations in the world who may, in one form or another, contribute to poverty, harm to the environment, and political disenfranchisement. But many Big Law attorneys have changed the legal landscape for public interest legal issues. This panel will illustrate important cases that Big Law attorneys participate in and lead for public interest. It will also show how certain Big Law firms create a culture and system that promotes pro bono work. This panel will include three to four attorneys from Big Law firms around Texas who have done, and continue to do, important pro bono work, and even create a paradigm for how some of our budding law students would want to navigate the Big Law litigation world.

    Rapoport Center Spring 2024 Conference

    Register here

    Visit the conference website

The world is at “90 seconds to midnight,” the closest it has ever been, according to the Doomsday Clock of the Bulletin of Atomic Scientists. However alarming this prognosis is, nuclear disaster has long been in the making, demonstrated by decades of Indigenous, Third World, and feminist anti-nuclear advocacy. For decades, these advocates have recognized that nuclear and environmental threats and harms are intrinsically connected through legal, political, and economic structures of imperialism.

“Disarming Toxic Empire” will bring fresh, transnational, and interdisciplinary approaches to peace, nuclear disarmament, and environmental justice. Participants will consider and contest the unjust, imperial histories and geographies of nuclear testing, production, storage, and weaponry. The conference will bring together academics, advocates, and artists working through intergenerational channels of memory and justice to respond to nuclear toxicity in all its forms and manifestations, in sites ranging from the Navajo Nation and the Pacific Islands to Japan, North Africa, and Ghana.

The conference will open with a keynote address by 2017 Nobel Peace Prize winner Beatrice Fihn, former executive director of the International Campaign to Abolish Nuclear Weapons (ICAN). It will end with a performance of A Body in Fukushima by the movement–based interdisciplinary artist Eiko Otake.

Hosted by the Sissy Farenthold Fund for Peace and Social Justice of the Rapoport Center, the conference is a collaborative effort among many institutions at the University of Texas and beyond. Fihn’s keynote event is sponsored by the Swedish Excellence Endowment, the Barbro Osher Pro Suecia Foundation Excellence Endowment, and Texas Global.

Co-sponsored by the Sissy Farenthold Fund for Peace and Social Justice; Swedish Excellence Endowment and The Barbro Osher Pro Suecia Foundation Excellence Endowment; Texas Global; Center for European Studies and France-UT Institute; Humanities Institute, funding support provided by Viola S. Hoffman and George W. Hoffman Lectureship in Liberal Arts and Fine Arts; the Charles N. Faculty Colloquium - Jill Fisch

HOW DID CORPORATIONS GET STUCK IN POLITICS AND CAN THEY ESCAPE? Corporations have always been involved in politics, but today is different. They are publicly taking positions, either directly or indirectly, on contested political and social issues unrelated to their businesses. In contrast to the conventional wisdom, we argue that this practice, which we term “corporate political posturing,” is problematic. First, it is of dubious value to the corporation and its stakeholders. Corporate political posturing often backfires, it does so unpredictably and potentially catastrophically, and it is particularly susceptible to agency costs. Second, it is harmful to society. The fundamental problem is that corporations are institutionally ill-equipped to take center stage in policy debates. They are inherently self-interested economic actors with goals that often conflict with those of society. This manifests in statements that tend to polarize rather than enlighten and actions that undermine the positions that they back publicly.

    “After Genocide" Book Talk

On Tuesday, April 2, the Strauss Center for International Security and Law hosts Dr. Nicole Fox, Associate Professor in California State University Sacramento’s Criminal Justice Division, for a discussion of her book, “After Genocide: Memory and Reconciliation in Rwanda.” This talk will be moderated by Ambassador (Ret.) Larry André, Distinguished Diplomat in Residence at the LBJ School of Public Affairs, and Dr. Maro Youssef, State Fragility Program Fellow at the Strauss Center.

In After Genocide, Nicole Fox investigates the ways memorials can shape the experiences of survivors decades after mass violence has ended. She examines how memorializations can both heal and hurt, especially when they fail to represent all genders, ethnicities, and classes of those afflicted. Drawing on extensive interviews with Rwandans, Fox reveals their relationships to these spaces and uncovers those voices silenced by the dominant narrative—arguing that the erasure of such stories is an act of violence itself. The book probes the ongoing question of how to fit survivors in to the dominant narrative of healing and importantly demonstrates how memorials can shape possibilities for growth, national cohesion, reconciliation, and hope for the future.

Poland at the Crossroads of History

On Thursday, April 4, the Strauss Center in conjunction with the Polish Club at the University of Texas Austin will host Daniel Fried, former U.S. Ambassador to Poland, as he delivers remarks on “Poland at the Crossroads of History: NATO’s 75th Anniversary” on the exact 75th anniversary of the founding of NATO. Ambassador Fried, who is also the former Assistant Secretary of State for European and Eurasian Affairs and current Distinguished Fellow at the Atlantic Council, will be speaking about NATO in history, its future, and the challenges it faces. In the wake of the Russian invasion of Ukraine, NATO is poised in one of the most significant positions since its inception, and Poland serves as a Western bulwark against Russian expansionism.

The event is one of several NATO-focused talks hosted by the Strauss Center this Spring. For our previous events, see the conference “NATO and the Future of American Security” on February 6 and the public talk “The Future of European Security: NATO, Ukraine, and Russia” on January 30.

Lunch will be provided. Please direct any questions to Susan Crane at scrane@austin.utexas.edu. Parking is available for a fee at the nearby Manor Garage and San Jacinto Garage.

    Biography:

In the course of his forty-year Foreign Service career, Ambassador Fried played a key role in designing and implementing American policy in Europe after the fall of the Soviet Union. As Special Assistant and NSC Senior Director for Presidents Clinton and Bush, Ambassador to Poland, and Assistant Secretary of State for Europe (2005-09), Ambassador Fried helped craft the policy of NATO enlargement to Central European nations and, in parallel, NATO-Russia relations, thus advancing the goal of Europe whole, free, and at peace. During those years, the West’s community of democracy and security grew in Europe. Ambassador Fried helped lead the West’s response to Moscow’s aggression against Ukraine starting in 2014: as State Department Coordinator for Sanctions Policy, he crafted U.S. sanctions against Russia, the largest U.S. sanctions program to date, and negotiated the imposition of similar sanctions by Europe, Canada, Japan and Australia.

Ambassador Fried became one of the U.S. government’s foremost experts on Central and Eastern Europe and Russia. While a student, he lived in Moscow, majored in Soviet Studies and History at Cornell University (BA magna cum laude 1975) and received an MA from Columbia’s Russian Institute and School of International Affairs in 1977. He joined the U.S. Foreign Service later that year, serving overseas in Leningrad (Human Rights, Baltic affairs, and Consular Officer), and Belgrade (Political Officer); and in the Office of Soviet Affairs in the State Department.

As Polish Desk Officer in the late 1980s, Fried was one of the first in Washington to recognize the impending collapse of Communism in Poland, and helped develop the immediate response of the George H.W. Bush Administration to these developments. As Political Counselor at the U.S. Embassy in Warsaw (1990-93), Fried witnessed Poland’s difficult but ultimately successful free market, democratic transformation, working with successive Polish governments. Ambassador Fried also served as the State Department’s first Special Envoy for the Closure of the Guantanamo (GTMO) Detainee Facility. He established procedures for the transfer of individual detainees and negotiated the transfers of 70 detainees to
