Students will work with lawyers in DRTX’s Austin office for a week over winter break. Students will conduct legal research about when agency “guidance” is actually a rule that requires formal rulemaking under the Texas Administrative Procedures Act, and draft a state court petition or federal court complaint concerning an agency’s failure to comply with the Texas APA when issuing “guidance.”
