Students will work with Texas Appleseed lawyers for a week over winter break. Students will research the requirements of the Bipartisan Infrastructure Bill for Metropolitan Planning Organizations (MPOs) and assess the areas in which the Capital Area Metropolitan Planning Organization (CAMPO) and the Houston-Galveston Area Council (HGAC) may need reforms – for example to comply with new requirements around Complete Streets plans and proportional representation of the population in the MPO. Students will examine whether there are Treasury Department enforcement mechanisms for any of the new MPO requirements.
