This symposium brings together leading experts on prison and jail conditions to reflect on some of the most critical and challenging issues in the field. We will discuss what can be done to address the seemingly intractable horrific conditions in certain correctional systems, and debate whether meaningful reform of America’s prisons and jails is truly possible.

There will be four main sessions:  the first is focused on “The Depths of Deliberate Indifference,” with case studies of four different corrections agencies (Rikers, Alabama, Arizona, and Texas); the second examines “The Levers of Change,” and asks about the tools available to turn a prison or jail around, even after a win in the courts; the third presents some rare examples of innovations in prisons that seek to change institutional culture; and the fourth asks whether meaningful change is truly possible and whether there is hope for reforming America’s prisons and jails.

On Wednesday, February 8, the Strauss Center hosts Cara Bloom, Senior Cybersecurity and Privacy Scientist at MITRE, for a talk on “Emerging Technologies & Privacy: How Privacy Threat Modeling Can Help Manage Privacy Risks.” This talk will be held at the LBJ School of Public Affairs as part of the Strauss Center’s Brumley Speaker Series.

In her talk, Cara will discuss how preserving privacy is not only a regulatory requirement, but an ethical obligation, a mission enabler, and a market differentiator. Given this, privacy can still be an ephemeral concept, lacking a solid definition, scope, and practical method for management. She will discuss how it is of particular importance to understand the potential privacy risks of emerging technologies and how they can be difficult to emulate and model, particularly when there are few established privacy norms for the new technology. In her presentation, she will take a risk-oriented view of privacy, discussing the differences between risk management and compliance. She will conclude by looking forward to the emerging field of privacy threat modeling.

Professor, author, and attorney Asma Uddin will discuss what leads people to feel threatened by religious freedom for all and why Muslims in the United States are particularly vulnerable to this phenomenon. Most importantly, she will explore what can be done about it. She will be joined by award-winning journalist Emma Green of The New Yorker, whose writings on religion, politics, and cultural conflicts have won numerous prizes.

Texas Law Disability and Neurodivergent Alliance (TLDNA) is hosting Mary Vargas virtually from Washington, D.C. She will discuss testing accommodations for the MPRE/Bar and even in law school itself. She will do a deep dive into the rights of students. Mary Vargas is a partner with the litigation firm Stein & Vargas, LLP where she engages in nationwide impact litigation on behalf of individuals with disabilities including individuals who are deaf and hard of hearing. Vargas has won key victories in federal courts throughout the United States on behalf of individuals with food allergies, Celiac Disease, and other disabilities. She was awarded the 2017 FARE Vision Award for food allergy activism, the 2016 Eagle Award for groundbreaking disability rights litigation related to representation of a deaf medical student, and the 2010 Advocacy for Persons with Pain Award. Vargas is a 1998 Skadden Fellow and a 1994 Truman Scholar. Join the Texas Journal on Civil Liberties & Civil Rights for its annual conference on Feb. 10 - 11, 2023. The Journal's eighteenth conference will explore legal issues impacting LGBTQIA+ communities. Panels include: abortion and transgender rights, banned books, and criminalizing queerness. The conference will also highlight upcoming authors in its spring special issue.
