    Mexico's Organized Crime Evolution: Why

On Thursday, October 6, the Strauss Center welcomes Dr. Tony Payan, the Françoise and Edward Djerejian Fellow for Mexico Studies and Director of the Center for the United States and Mexico at Rice University’s Baker Institute for Public Policy, for a talk on “The Evolving Nature of Organized Crime in Mexico and Why We Should Care.” This talk is part of our Brumley Speaker Series.

In this conversation, Dr. Payan will discuss how Mexico’s struggle with elevated levels of violence and crime has diverted attention from understanding the drastic changes in the nature and character of Mexico’s criminal organizations, with detrimental consequences for not only Mexico, but the United States as well. Payan will argue that, although it is important to examine crime and violence in Mexico today from a quantitative standpoint, it is essential to also analyze how and why criminal organizations have changed in recent years from large, hierarchical organizations primarily dedicated to drug trafficking to networks of sophisticated, vicious groups creating chaos in Mexico’s society and endangering its institutions. According to Payan, the role that these organizations play within the United States in the fentanyl crisis, as well as immigration and human trafficking, shows that Washington, D.C. can not hesitate to address what is happening on the ground south of the border.

    Dr. Strangedrone

On Thursday, October 13th, the Strauss Center is hosting Dr. Nicholas Weaver, founder of Skerry Technologies, as he discusses a significant new weapon on the battlefield: the small autonomous drone. Small drones have already changed the landscape of war across armed conflicts in the past decade, from Syria, to Mexico, to Ukraine. The future of drone usage on the battlefield is constantly evolving. The cost of drones has dropped and problems have emerged between what the human controllers want the drone to do, and what the drone is actually programmed to do. Rather than banning drones entirely, Dr. Weaver offers suggestions for how to prepare for drone-led conflicts in the future.

This event is free and open to the public. No RSVP required. Lunch will be served. For more information on this event, contact Susan Crane at scrane@austin.utexas.edu.

Following the Texas Social Media Law

The 5th Circuit recently upheld H.B. 20, Texas's law banning social media platforms from censoring users based on viewpoint. This has created a split with the 11th Circuit, which held that a substantially similar Florida law violated platforms' First Amendment rights. What does this mean for social media content moderation, and how might the Supreme Court approach these issues? Join JOLTT on Monday, October 17 for "The Fate of Content Moderation: Constitutional and Practical Implications of the Texas Social Media Law." This panel discussion will explore the ramifications of Texas's social media law from legal and technical perspectives. Lunch will be provided. Please see the link for more details and to RSVP.

    Immigration Detention and E-Carceration

This panel discussion will consider the expansion beyond physical detention of migrants to new digital restrictions on liberty, including ankle monitors and intrusive reporting apps. The panelists will raise legal concerns regarding the rapid buildup of immigration detention and digital monitoring over several decades and will present videography of the impacts on migrants. The panel will also look at the overlap between the use of detention and surveillance in the immigration and criminal justice systems and offer insights from the perspective of work in the criminal justice system. It will further place detention and electronic monitoring into context by considering the history of violence and dehumanization of Latinos and other people of color. The panel will conclude by considering opportunities for further research and advocacy on these critical issues.

Half a century of legal battles and social backlash revolve around a law that girls and women wield to demand fairness in education — a law called Title IX. 37 Words is the first book to tell the complete history of Title IX through the gutsy people behind it, from women denied jobs at the law’s beginnings to students struggling against sexual assault today. Their intersecting narratives offer a timeless playbook for anyone who is horrified by current attacks on women’s rights and is wondering what to do about them.

    THE ART OF COMMUNICATING

The Athenaeum presents a Master Class with Anna Deavere Smith. Smith explores moments of crisis from multiple points of view. She then creates dramatic works in which she performs excerpts of interviews. Her works suggest that audience members could step beyond their personal worldviews to grasp a larger understanding of the problems that plague our society. This will be an incredible, unique opportunity for students of law, communicating, performance, and policy.

    FREE SPEECH WEEK EVENT

The Bech-Loughlin First Amendment Center and the Asia Policy Program welcome Nury Turkel, Chair of the United States Commission on International Religious Freedom, to discuss his new book "No Escape: The True Story of China’s Genocide of the Uyghurs".

"No Escape: The True Story of China's Genocide of the Uyghurs" is a harrowing personal account of the biggest human rights crisis of the twenty-first century. It describes conditions in the Uyghur homeland, referred to by the Chinese government as the Xinjiang Uyghur Autonomous Region. In the past few years, the entire region has been turned into an intensive surveillance state, with millions placed in modern-day “re-education” camps in what is the largest mass detention of an ethno-religious group since the Holocaust.

Join us in conversation with Nury Turkel and Dr. Sheena Greitens, Director of the Asia Policy Program at UT, to discuss this memoir and the questions it raises regarding the US and global policy response to the Chinese Communist Party.

Event will be held at the LBJ Bass Lecture Hall. Lunch will be offered beginning at 11:45am. Visitors may park for free in Lot 38.

Registration at the link is appreciated for planning purposes but not required for attendance. Thank you!

    Biographies

Benjamin Kastan is the Associate General Counsel for Cybersecurity at the National Security Agency (NSA). As such, he is the senior legal adviser to NSA’s Cybersecurity Directorate (CSD) and leads the NSA Office of General Counsel (OGC) Cybersecurity Practice Group, a team of military and civilian attorneys who provide day-to-day operational legal advice and counsel to NSA personnel around the world on the full breadth of NSA’s cybersecurity mission, including on-net operations, cryptography, industry engagement, Defense Industrial Base cybersecurity, and information sharing with U.S. and foreign partners. The Cybersecurity Practice Group also advises CSD and other U.S. Signals Intelligence (SIGINT) System elements on the collection, analysis, and dissemination of SIGINT on foreign cyber threats, as well as NSA’s relationship with U.S. Cyber Command.

Kastan began his NSA career in NSA OGC’s Litigation Practice Group through the NSA Legal Honors Program. He has worked on a wide range of cyber operations issues since March 2016, including as the attorney embedded with NSA’s Computer Network Operations office and the NSA attorney assigned to support the NSA/U.S. Cyber Command Russia Small Group, charged with helping to protect the 2018 elections from foreign interference. He was elevated to the rank of Defense Intelligence Senior Level in May 2021.

Prior to joining NSA, he clerked for the Honorable Donna Stroud on the North Carolina Court of Appeals. Kastan received his J.D. and LL.M. in International and Comparative Law from Duke University School of Law.

Charity King is an attorney at the National Security Agency where she provides operational legal guidance to the Cybersecurity Directorate on cybersecurity activities, as well as the collection, analysis, and dissemination of signals intelligence (SIGINT) on foreign cyber threats. Charity also advises the Election Security Group on NSA activities supporting the defense of U.S. elections.

Charity began her career at NSA through the Legal Honors Program in 2018 in the Administrative Law and Ethics practice group. Prior to that, Charity clerked for U.S. Federal Magistrate Judge Andrew Austin in the Western District of Texas. She graduated with a J.D. from The University of Texas School of Law in 2016.
