Efforts by the City of San Antonio to publish a competing report after Professor Heather Way and fellow authors Abbey Judd and Ottilia Willis authored a critical report about San Antonio's code enforcement actions have been delayed after a possible partner in the project, the University of Texas San Antonio, declined to participate.
