This symposium brings together leading experts on prison and jail conditions to reflect on some of the most critical and challenging issues in the field. We will discuss what can be done to address the seemingly intractable horrific conditions in certain correctional systems, and debate whether meaningful reform of America’s prisons and jails is truly possible.
There will be four main sessions: the first is focused on “The Depths of Deliberate Indifference,” with case studies of four different corrections agencies (Rikers, Alabama, Arizona, and Texas); the second examines “The Levers of Change,” and asks about the tools available to turn a prison or jail around, even after a win in the courts; the third presents some rare examples of innovations in prisons that seek to change institutional culture; and the fourth asks whether meaningful change is truly possible and whether there is hope for reforming America’s prisons and jails.

Emerging Technologies & Privacy On Wednesday, February 8, the Strauss Center hosts Cara Bloom, Senior Cybersecurity and Privacy Scientist at MITRE, for a talk on “Emerging Technologies & Privacy: How Privacy Threat Modeling Can Help Manage Privacy Risks.” This talk will be held at the LBJ School of Public Affairs as part of the Strauss Center’s Brumley Speaker Series.
In her talk, Cara will discuss how preserving privacy is not only a regulatory requirement, but an ethical obligation, a mission enabler, and a market differentiator. Given this, privacy can still be an ephemeral concept, lacking a solid definition, scope, and practical method for management. She will discuss how it is of particular importance to understand the potential privacy risks of emerging technologies and how they can be difficult to emulate and model, particularly when there are few established privacy norms for the new technology. In her presentation, she will take a risk-oriented view of privacy, discussing the differences between risk management and compliance. She will conclude by looking forward to the emerging field of privacy threat modeling.

Advocacy and Accommodations Texas Law Disability and Neurodivergent Alliance (TLDNA) is hosting Mary Vargas virtually from Washington, D.C. She will discuss testing accommodations for the MPRE/Bar and even in law school itself. She will do a deep dive into the rights of students.
Mary Vargas is a partner with the litigation firm Stein & Vargas, LLP where she engages in nationwide impact litigation on behalf of individuals with disabilities including individuals who are deaf and hard of hearing. Vargas has won key victories in federal courts throughout the United States on behalf of individuals with food allergies, Celiac Disease, and other disabilities. She was awarded the 2017 FARE Vision Award for food allergy activism, the 2016 Eagle Award for groundbreaking disability rights litigation related to representation of a deaf medical student, and the 2010 Advocacy for Persons with Pain Award. Vargas is a 1998 Skadden Fellow and a 1994 Truman Scholar.

Join us for Lives in the Law with Adeola Ogunkeyede, Chief Public Defender of the Travis County Public Defender’s Office, who will give a talk entitled “Fighting for Justice Through Institution Building: The First Two Years of the Travis County Public Defender’s Office.”
Ogunkeyede will talk about her work for social justice through building and leading a new office. She’ll reflect on the work to fulfill the five goals in the office’s initial founding grant and her team’s work at the client level and the systemic level, highlighting some of the opportunities and challenges they’ve embraced and faced along the way.
As the first Chief Public Defender, Ogunkeyede has worked since 2020 to develop the office’s holistic practice from the ground up. Previously, she served as the inaugural director for the Civil Rights & Racial Justice Program at the Legal Aid Justice Center in Virginia. Prior to her work in Virginia, she was the director of staff development and litigation supervisor of the criminal practice at The Bronx Defenders, where she began her career as a staff attorney. The American Imperative On Thursday, February 16 at 12:15-1:30pm the Strauss Center in conjunction with the Clements Center for National Security will host international development expert Daniel Runde as he discusses his new book, The American Imperative: Reclaiming Leadership Through Soft Power. Mr. Runde argues that China and Russia fill vacuums—vacuums that are digital, healthcare-oriented, infrastructural, commercial, security-related, value-related, and ones that occupy the multilateral system. In turn, the US and its allies must invest in a positive agenda that meets the hopes and aspirations of its partners to fill such vacuums. Great-power competition, Mr. Runde maintains, is not going to be fought in Beijing and Moscow. Rather, it is currently being fought in the post-Soviet space, Africa, Southeast Asia, and Latin America. This competition is contested in areas of development and other forms of soft power. While power is undoubtedly expressed in more violent arenas—as seen in Ukraine—most of this contest will be through means other than war.
Mr. Runde hopes to spark a national conversation about how and for what end we are going to use our non-military forms of our power overseas given the challenges and opportunities in front of us as a country. Biography
Daniel Runde is a senior vice president, director of the Project on Prosperity and Development (PPD) and holds the William A. Schreyer Chair in Global Analysis at the Center for Strategic and International Studies (CSIS), a leading global think tank. Mr. Runde also served as the director of the CSIS Americas Program for two and a half years. His work is oriented around U.S. leadership in building a more democratic and prosperous world. Among his many other contributions, Mr. Runde was an architect of the BUILD Act, contributed to the reauthorization of the U.S. EXIM Bank in 2018, and was an architect of Prosper Africa, a U.S. government initiative to deepen the United States’ commercial and development engagement in Africa. He has been a leading voice on the role and future of the World Bank Group and U.S. leadership in the multilateral system. Prior to CSIS, Mr. Runde held leadership roles at the U.S. Agency for International Development (USAID) and the World Bank Group. Earlier in his career, Mr. Runde worked in commercial banking at Citibank in Argentina and in investment banking at Alex. Brown & Sons. Mr. Runde was granted the Officer’s Cross in the Order of Isabel la Católica, a Spanish civil order. Currently, he serves on the board of the International Foundation for Electoral Systems (IFES), the Western NIS Enterprise Fund (WNISEF), Spirit of America, and the Ashesi University Foundation. Mr. Runde is a member of the Council on Foreign Relations and the Bretton Woods Committee. He is also a columnist for The Hill and hosts a CSIS podcast series, Building the Future: Freedom, Prosperity & Foreign Policy with Dan Runde. Shape and Direction of the Death Penalty This event will feature Harvard Law Professor Carol Steiker, as well as UT Law Professors Lee Kovarsky, Jim Marcus, Thea Posel, Raoul Schonemann, and Jordan Steiker. It will examine, from multiple angles, the operation of the modern Texas and federal death penalties. Professor Kovarsky will discuss the thirteen "Trump Executions" that took place during the last six months of his administration. Professors Marcus, Posel, and Schonemann will discuss recent developments in Texas capital punishment, with emphasis on the case of Terence Andrus. Virgil Lott Award Dinner In 2011, the University of Texas School of Law established the Virgil C. Lott Medal to honor our first African American graduate. The medal is presented at a gala dinner, and recipients are chosen by a distinguished committee headed by Dean Bobby Chesney, former Dean Larry Sager, and previous winners. Dean Chesney describes the mission of the award and ceremony thusly: “Virgil C. Lott, ’53 was the first African American graduate of The University of Texas School of Law. The Law School commissioned the Virgil C. Lott Medal to honor the memory of this pioneer and distinguished alumnus. This award honors men and women who, like Mr. Lott, have made significant contributions to the legal profession and to the improvement of understanding among all peoples.”
DeMetris Sampson ’80, a longtime lawyer and community leader in Dallas, has been named the winner of the Virgil C. Lott Medal for 2023. She will be honored at a ceremony at the School of Law on February 16.

1L Public Speaking Workshop By this point in law school you’ve learned the foundations of black letter law. You’ve learned the foundations of legal research. You’ve learned the foundations of legal writing.
Maybe you came to law school after years of participating in speech and debate. Maybe you were active in student government or community organizing. Or maybe you’ve never done any public speaking at all. Whether you end up spending every day in the courtroom arguing to a judge or group of jurors, or in a boardroom advocating to a group of venture capitalists, a necessary part of our profession is public speaking.
You advocate every day already. You are advocating for yourself when you write cover letters. You advocate when you interview for summer clerkships. You are using advocacy when you present at your upcoming LRW oral argument and even when you write exams or answer questions in class.
Advocacy matters.
If you didn’t already experience success as an advocate, you wouldn’t be in law school. The art of advocacy as a lawyer is an important part of your legal education, no matter where your career in law takes you. The upcoming Workshop will offer you a chance to add more skills to your repertoire.
Professors from the Advocacy Department at the University of Texas School of Law will offer the Spring 2023 1L Public Speaking Workshop on Friday, February 17th from, 1:00 – 3:00 p.m. (with lunch provided beginning at 12:30). You will be taught by successful trial lawyers and talented National Mock Trial Champions; you will be taught by lawyers who are hired to teach experienced lawyers how to be even better.
You will be on your feet. You will be practicing voice and gestures. You will work on fluidity and rhythm and pace and cadence and tone. No matter what your skill level when you walked in the door, in two hours, you will be a better advocate than before. And if you show up at 12:30, we’ll even feed you lunch.

Founder of the #FreeTheHair movement and a legal architect of the federal CROWN Act alongside parallel civil rights legislation, Professor Greene will discuss her legal scholarship and public advocacy combating race-based discrimination of African descendants when donning natural hairstyles like twists, braids, Afros and locs. About Demetria McCain:
Demetria McCain serves as the Principal Deputy Assistant Secretary for Fair Housing and Equal Opportunity (FHEO) at the U.S. Department of Housing and Urban Development (HUD). At FHEO, McCain assists HUD’s efforts to eliminate housing discrimination, promote economic opportunity, and achieve diverse, inclusive communities.
McCain joined HUD following fifteen years of service, with five as president, at the Inclusive Communities Project (ICP), a Dallas, TX-based affordable fair housing nonprofit. Prior to becoming president, she oversaw operations, communications and ICP’s Mobility Assistance Program, a housing mobility program that helps housing choice voucher holders exercise their fair housing rights. Conceived by Demetria, ICP’s “Voices for Opportunity” initiative has provided advocacy training to low-income renters and neighborhood groups of color.
Before joining ICP, McCain worked on USDA Section 515 rural multifamily housing matters at the National Housing Law Project in Oakland, CA. She was also a staff attorney for the Neighborhood Legal Services Program of Washington, D.C., assigned to the southeast office, where her portfolio primarily included landlord-tenant matters for low-income renters in private and public housing. She has taught, as an adjunct instructor, a Fair Housing and Homelessness course to undergraduate Coppin State University students.
McCain brings dual vantage points to FHEO after having spent years assisting both housing choice voucher holders who sought low-poverty well-resourced housing options and neighborhood groups in underserved communities of color who sought more equitable distribution of resources and services. She is a graduate of Howard University School of Law, New York University and Brooklyn College and a member of the Dallas Alumnae Chapter of Delta Sigma Theta Sorority, Inc.

Texas Law Fellows Info Session Are you interested in applying to be a Texas Law Fellows this summer? TLF will be hosting an info session for students interested in applying for additional summer funding in TNH 2.137.
Fellows will receive housing and travel stipends of $2,000 to add onto their summer funding. Because TLF is a separate entity from the law school and not affiliated with the Justice Center's SPSP funding, students may apply for stipends in addition to school funding.
Students can apply for funding through Friday, April 7, 2023 at https://forms.gle/f3imL7qLLm6RtTE49.

Community Building Lunch Join the Justice Center for a mid-semester check-in! This event is part of the initiative that seeks to support students whose lived experiences intersect with the legal systems they seek to challenge in their careers. The space will be a time for continuing to build community, ask any questions about summer funding resources, and discussion about resources that can make a public interest law career more financially feasible for low-income students.
Law schools need to do more to support the well-being, needs, and leadership development of students of color, students from low-income backgrounds, students with disabilities, immigrant students, LGBTQ+ students, formerly incarcerated students, and students with families who have been impacted by the criminal or immigration enforcement systems. This space is meant to build a positive community for students who not only have these experiences, but whose public interest work as attorneys may be directly tied to their lived experiences and/or those of their loved ones.
This program seeks to serve as a space for dialogue, mentorship, and resource-sharing that is tailored to the particular needs, and strengths, of students in this position.

With the recent occupation of the southern and eastern parts of Ukraine, many are revisiting the knowledge gained from previous and ongoing occupations to determine how best to respond. As such, this is a dynamic time for the study of the law of occupation.
Our event promises to be the preeminent venue for scholarly examination of and practitioner response to these seismic events and their impacts on occupation law. And these issues are not confined to theoretical international law. The topics explored in our symposium affect all inbound investment, in-country operations, governmental stability, policy predictability, and matters that concern every citizen, investor, business, and relief organization throughout the world.
